How can we protect cetaceans?

There have been strict laws put into place to ensure that by-catch is controlled and in 1986 the International Whaling Commission banned all commercial whaling.  Unfortunately, some flout these laws, particularly the Japanese whalers, who continue to catch whales based on the grounds of “scientific research.”  Many feel this is a cover-up.  There are also other countries who objected to the ban on whaling and some are allowed to hunt the minke whale in controlled quantities.  Stricter enforcement of the laws is required, but cetacean populations are on the rebound.
