The best dive knife would be made from marine-grade stainless steel or titanium to prevent or lessen risk of corrosion.  Additionally, the blade should be serrated to make cutting rope and monofilament line easy, the scabbard should be one piece, and overall, the best design would make it quick and easy to reach the knife in case of emergency.
