No, MPA’s and marine reserves are only part of the solution and they must work in conjunction with other solutions, such as education, the development and enforcement of laws and regulations, the firm foundation of scientific research, and ensuring that the MPA’s or marine reserves are fulfilling the goals for which they were created.
