Are deaf people restricted from scuba diving activities?

Individuals with hearing loss in both ears are normally not permitted to dive because they are unable to hear the sounds around them and often have damage to the ears which is worsened by the pressure underwater. Those individuals with hearing loss in one ear are often banned from diving by their doctors to avoid any damage that might occur to the remaining good ear.
