For one thing, dive fins should be the same size as your shoe and fit the same.  The goal is to buy fins that fit your feet snugly but without being too tight, especially around the toe and heel areas.  If you want to wear scuba booties for added comfort, the fin may or may not need to be slightly larger to accommodate.
